Cara Mudah KPIkan Pembesar Kita

WALAUPUN kita dah beberapa tahun diperkenalkan kepada KPI (Key Performance Indicator/Penanda aras Utama Prestasi), saya rasa ramai masih kelabu dan keliru.

Saya sendiri pun masih kurang faham dengan siluk-belok KPI ni dan macam mana kita nak ukur atau nak rasa kesannya.

Semalam, dalam perjalanan kereta api selama sejam dari Zurich ke Luzern (Lucerne) saya mendapat satu idea.

(Idea bukan ide. Ide tu bahasa Wak Jawa kawan saya dari Surabaya. Dia tak boleh sebut idea. Dia sebut ide. Macamlah dia sebut golf sebagai golof dan debate (bahas) sebagai debat.)

Idea saya itu tercetus akibat daripada dua, tiga perkara yang saya perhatikan. Pertama kereta api Swiss sangat rapi penyelenggaraannya. Kedua tandasnya begitu bersih kita boleh jadikan tempat rehat dan ketiga ia menepati jadual.

Begitu tetap jadual kereta apinya sehingga wujud apa yang dipanggil waktu kereta api Swiss. Malah ada jam tangan dan dinding yang menggunakan jenama Swiss Railway.

Bukan kereta api saja diselenggarakan dengan rapi, bersih, selamat dan menetapi tuntutan pelanggan. Bas, trem, taman awam dan bangunan pun begitu juga. Yang kelas tu tandas ada di mana-mana, tak kena duit dan bersih sehingga berbau wangi.

Penyelenggaraan rapi, kebersihan dan ketepatan waktu adalah antara ciri yang boleh kita rasai dan mudah kita fahami.

Jadi idea saya adalah kita, sebagai rakyat jelata, pembayar cukai (hasil) dan pengundi, jadikan ciri-ciri kerapian, kebersihan (fizikal dan moral), menepati waktu dan janji serta keberkesanan kos sebagai KPI kita untuk mengukur prestasi bapa dan ibu Menteri, Ahli Parlimen, Adun dan kakitangan awam kita.

Saya perhatikan masih ada Menteri yang hadir majlis awam tidak menepati masa yang dijanjikan. Malah ada yang tidak pun memohon maaf kepada hadirin yang lama menunggu. Mohon maaf saja tak bermakna kalau tabiat lewat ini tidak diatasi.

Kalau kita tengok di negara kita, bas Rapid KL yang baru trang tang tang pun tak putus-putus keok di jalan raya. Buka saja penumpang tergendala malah pengguna jalan raya yang lain turut tersangkut disekat bas yang keok itu.

Jadi kita kena tanya dua Menteri Senator yang jaga KPI (Koh Tsu Koon dan Idris Jala), siapa yang bekalkan bas yang selalu keok itu dan siapa pula yang selenggara?

Yang kita takut bas-bas ni keok bukan saja fasal pemandu dan mekaniknya hap pas six (half-past six) tapi fasal ada konspirasi supaya boleh selalu beli bas baru.

Sesiapa yang pernah memandu ke arah Kuala Kubu baru mungkin sudah nampak “tanah perkuburan” bas Rapid KL yang mengandungi beratus-ratus bas keok yang dari jauh nampak masih cantik -- lebih cantik daripada bas Mara Liner yang digunakan di Pendang.

Tengok sajalah beza antara jalan JKR dengan lebuh raya Plus atau jalan Pihak Berkuasa Tempatan (PBT) dengan jalan bertol.

Soalnya apa dah jadi dengan duit cukai, duit hasil dan duit yang kerajaan pinjam berbilion-bilion setiap tahun itu? Ini termasuklah kerajaan Pakatan Rakyat di negeri-negeri. Jadi kita wajib PKIkan semua pihak yang pungut dan guna duit cukai kita.

Di Malaysia, tandas bayar pun ada yang sama kotor dan sama busuk dengan tandas angkut tahun 1950an. Dalam hal tandas awam ni, kita betul-betul bermentaliti dan berkualiti Dunia Ketiga.

Ramai orang kita nak guna tandas pun tak tahu. Yang lain tak bersikap sivik. Orang guna tandas dulu baru pam. Kita pam dulu baru guna.

Ini punca salah pusingan. Bila habis guna, air dalam tangki tak penuh lagi. Nak pam tak cukup air. Jadi ditinggalkan penuh najis, busuk dan menjijikkan. Orang yang nak guna kena pam dulu. Dan salah pusingan ini berterusan. Nasib baik ada pekerja asing yang bersihkan kekotoran kita. Malu.

Mari kita KPIkan penggunaan tandas awam dengan membetulkan pusingan ini. Kita guna tandas. Kita pam. Dan kepada yang jantan tu, mintalah “aim” pancutan dengan tepat!

Di Switzerland ni, dasarnya “anda peroleh apa yang anda bayar”. Cukai dan harga barang tinggi. Untuk naik kereta apa kelas 2 dari Zurich ke Luzern pergi balik harganya 72 Swiss Franc atau lebih kurang RM240. Saya tak berani nak kata apa dasar cukai, harga dan kualiti perkhidmatan di negara kita.

Craving For Roti Canai From The Alpine Height

WITH little thing to do, other than trying my best to serve the purpose I am here, which is visiting my three grandchildren -- two boys and an infant girl -- I have the whole day not to bother myself with the home politics.

But I did make a tactical oversight. Just before I left Kuala Lumpur I posted the story on the naming by the Barisan Nasional of Mohd Isa Abdul Samad as its candidate for the Bagan Pinang state by-election.

Thought I made no comment other than stating, “it’s sometimes better to leave our mouth shut,” the short post received considerable reaction.

I have not watched TV or read the newspapers since arriving here in this Alpine heart of Europe. The latter are mostly in German. Thank you, I can live pretty well without them.

The morning is spent sending my eldest grandson Omar to the kindergarten. Not that he needs sending but with us seeing each other so little, every waking hour is important. Call it a grandfather-grandson bonding.

On the afternoon that I arrived, I went to pick up his younger brother, Rashid from the krippe, the crib school. Here, parents have the option of sending their children as young as four months to one of these private nurseries for an equivalent of RM276 a day.

When Dinah is about a year old, she too will go to the krippe twice a week. Her brothers, at four and six, are pretty competent in German and English but their Bahasa needs some polishing.

Working parents would send for five days a week, but others for two or three days so that they have some time to themselves and to expose their children early to schooling.

Kindergarten starts at the age of five and is free. It is considered a formal part of the education system. The stress is on socialising and the development of mental and physical skills.

Writing and reading are not taught until the primary school a year later although most pre-school children seem to be very good at counting, recognising and remembering things.

I will not attempt to link these later skills to the fact that this country is famous for its banking and precision industries. But one thing is sure. The people here work hard, play hard and live well.

This is the nation of joggers, trackers and mountain climbers -- the home to motor racing aces and the current tennis sensation, Roger Federer. And Rolex is among the many famous brands made here. This is also the home of Nestle.

On the first evening I was here, Omar, Rashid, my son-in-law, the six-footer Daniel, and I took a five-kilometer hike through several farms on the outskirt of the city.

We went there to buy freshly plucked apples and homemade apple juice. The farms here are very modern and farmers are among the wealthiest people. Their land is worth the weight of gold, literally.

This is a nation of great irony and beauty. It is one of the most industrialised countries in the world and yet beautifully kept rivers, forests and farms are never very far away.

Trouts swims in streams that flow through industrial parks and cows share the village streets with tourists. The chocolates are heavenly and the people friendly.

But I still, as the proverb says, “hujan emas di negeri orang, hujan batu di negeri sendiri, lebih baik di negeri sendiri”, I miss the teh tarik, nasi lemak daun pisang, roti canai, chee chong fan and wantan mee.

So, I shall be back for them and, as I have said before and I am saying it again, over my dead body if you want to politicise teh tarik and roti canai.

In the meantime, so long and Auf Wiedersehen.
